VALLEY CITY, N.D. (KFGO) — A recent audit of Valley City State University found the school failed to correctly document and approve tuition waivers.
According to the audit report released Tuesday by the North Dakota State Auditor’s office, auditors found errors in the university’s Cultural Diversity Waiver and the Rural Teacher Support Program Waiver.
VCSU awarded $192,965 in cultural diversity waivers to 131 students in 2024 and 2025. The report says the university did not properly verify whether students were eligible for the tuition waivers. During the same time frame, VCSU gave out $73,050 in rural teacher support waivers to 64 students. The auditor’s office found missing applications and could not verify students worked in a North Dakota school district.
State Auditor Josh Gallion recommended the university follow its own policies to avoid future mistakes. Valley City State agreed, and the report notes fixes were made.
Both waiver programs ended after the 2025 fiscal year.
