RAPID CITY, S.D. (KFGO) – A Rapid City man will spend the next decade in federal prison after trying to meet a minor online for sex.
Elmer Hopper, 37, contacted what he believed was a 14 year old girl during the 2025 Sturgis Bike Rally through a dating app. Hopper told the girl he wanted someone to have sex with. Investigators say the girl was actually a Rapid City Police Detective. After the two agreed to meet at a middle school in Rapid City, Hopper was arrested at the school.
He is being sentenced to 10 years in federal prison followed by five years under supervision, paying 95 dollars in restitution and 100 dollars in special assessments to the Federal Crime Victims Fund.
