The city of Toyoake in Aichi Prefecture is considering a proposed ordinance that would restrict residents to two hours of recreational screen time outside of work or school. The non-binding ordinance would also urge elementary students to stop using devices at 9 PM, with a 10 PM recommendation for middle school and older children. According to Mayor Masafumi Koki, the goal is to “prevent residents from suffering adverse effects on their bodies and daily lives from excessive smartphone use.” A recent survey found young people in Japan spend an average of 5 hours per day on phones, tablets, and computers during the week. The ordinance would not impose any penalties for violations, but rather serve as a guideline for healthier digital habits. (UPI)
