ST. PAUL, Minn. – A bill to legalize recreational marijuana in Minnesota awaits a vote in the full House after clearing its last of 15 committees Monday.
It would appropriate roughly $73 million for the next two years to establish statewide and local means of regulating cannabis sales, fund prevention and addiction-recovery programs, and provide grants to law enforcement and the courts.
Under the bill, individuals could possess up to 2 ounces of cannabis flower in a public place or 1.5 pounds in their residence, and possess or transport no more than 8 grams of adult-use cannabis concentrate.
Minnesotans could also cultivate a limited number of plants. Retail sales would be taxed at 8 percent in addition to any local or state taxes already imposed.
Criminal records would be expunged for those previously convicted of low-level marijuana offenses.
