MANNING, N.D. (KFGO) – Investigators in western North Dakota say a fight preceded the deadly shooting of a Watford City man in rural Dunn County last weekend.
A 28-year-old man from Mesa, Arizona is charged with shooting Brian Rowe multiple times as they rode with a woman in Rowe’s pickup last Sunday.
Carlos Beltran, who was the subject of a day-long search before his arrest in south Moorhead, is charged with murder, theft and theft conspiracy. During the search, he was identified as Oscar Ortiz.
The 28-year-old woman from Wisconsin is charged with theft conspiracy and hindering law enforcement. A court affidavit says Beltran pushed Rowe out of the pickup near Killdeer after he shot him.
Moorhead police say Beltran was using two different names.
